[Encore] Sign, in chat window and paging all logged in

Hi!

Rookie problems:

1. I remember (from 7 years ago) that you could
make a ³sign² in the chat window,
by typing in a special way, but how?

2. Can you ³talk² to all logged in, wherever they are?
