[Encore] Anyone Can Connect?

Encorers,

 

A professor would like to have a MOO server up and running in which students
can dig rooms and attach it to a main room.

However, the way encore is by default set-up is that other players can dig
their own rooms, but need the owner of the main room to actually connect it
to that main room.

Is there a way for the owner of the main room to allow permission for ANYONE
to connect their own rooms to it?
